The impact of crisis management practices in enhancing institutional performance in Palestinian local authorities in light of the October 7 events
Abstract
This study aimed to identify the impact of crisis management practices in enhancing the institutional performance of Palestinian local authorities in the cities of the northern West Bank in light of the events of October 7, by determining the impact of crisis management practices in their dimensions (planning, communication, leadership, information systems, decision-making) on Institutional performance in Palestinian local bodies, To achieve the objectives of this study, the quantitative approach was relied upon in order to identify the relationship and impact between the study variables from the point of view of those working in supervisory positions in the municipalities of the cities of the northern West Bank (Nablus, Jenin, Tulkarm, Qalqilya, Tubas, Salfit). The study model was tested through a sample size of (215) employees, whose responses were obtained through an electronic questionnaire. This study also relied on a non-probability (convenient) sample due to the ease of obtaining responses from workers located in the municipalities under study. The study found that there is an impact of crisis management practices on the institutional performance of the municipalities of cities in the northern West Bank by 81%. The results also showed that the dimensions of crisis management practices (planning, leadership, information systems, and decision-making) have a positive impact on the institutional performance of the municipalities of cities in the northern West Bank. While there is no effect of the communication dimension. The study presented recommendations to the municipalities studied, the most important of which is the need to strengthen crisis management practices and embody them as an organizational culture in Palestinian local authorities in general and in the cities of the northern West Bank in particular.
