Strategic Security Planning: From Risk Analysis to Achieving Sustainable Security
Abstract
Considering rapid technological advancement and unprecedented changes, strategic planning emerges as a vital tool, a compass that enables organizations to adapt, innovate, and thrive amidst a range of unexpected challenges and obstacles. Strategic planning represents a systematic process for formulating strategies, setting objectives, and allocating resources to accomplish organizational missions and visions. It serves as a roadmap that guides decision-making, resource allocation, and aligns organizational actions with external opportunities and threats.This study discusses the role of strategic security planning in achieving the desired resilience and effectiveness, as well as enhancing the capabilities of security agencies in Egypt to achieve sustainable success within a turbulent and unpredictable landscape of crime prevention and apprehension. This is especially pertinent given the evolving tools, methods, and approaches in criminal activity within the digital transformation era, including the emergence of unconventional crime patterns, such as crimes committed in the metaverse.Some of the findings concluded in this study include that strategic security planning is important for establishing a safe and stable climate that supports economic and social development within communities whilst assisting public trust in security agencies. Finally, strategic planning serves as a frame of reference against which security information and data can be assessed so that those responsible for decision-making are able to make timely decisions congruent with ever-changing realities in the security environment. The study also offers several recommendations such as the necessity of long-term studies to determine whether the current strategic vision in security is producing its desired outcomes and meeting expectations, while noting success factors, weaknesses & challenges that would prevent implementation. It also calls for ongoing review and adjustments of plans and approaches to be in better line with increasing and evolving security information and ongoing updates on the planning frontier.
