The Specialization of Public Administration in the Arab World between Challenges and Responses: A General Framework for the Required Transformations in the Second Decade of the Twenty-First Century

Abstract

The science of public administration constitutes a gateway to development and progress, and it is a scientific claim supported by several evidences, the most prominent of which are: that public administration is the main tool for implementing the plans and programs of the state, and that the science of public administration provides foundations for analyzing and evaluating public policies in various fields.
Therefore, this research paper attempted, through a scientific analysis based on the evolutionary approach and the theory of challenge and response, to identify the motives for the advancement of the Arab public administration specialization (as challenges), and then to reach the required transformations in learning and scientific research strategies for the public administration specialization in the Arab world (as necessary responses), as well as to reach to the required transformations in the topics of learning and scientific research for the specialization of public administration in the Arab world (as other important responses).
The researcher reached a general framework for the advancement of public administration specialization in the Arab world, where he identified the most prominent current challenges facing the public administration specialization in the Arab world, such as technological challenges (the Fourth Industrial Revolution), political challenges (popular strikes and revolutions), economic challenges (local and global crises of the capitalist system), environmental challenges (risks and threats to the environment), administrative/technological challenges (the regression of the e-government model) and philosophical challenges (contradictions of the new public administration school). Then the researcher presented the transformations required for the specialization of public administration in the Arab world in the second decade of the twenty-first century, based on the evolutionary approach and the theory of challenge and response.
