Economic Aspects of Contractual Jobs and Telecommuting In Light of the Arab Civil Service Laws

Abstract

The civil service laws and regulations are responsible for organizing and developing the performance of government agencies and institutions to carry out their tasks in providing public services with the desired quality and effectiveness in a way that contributes to the achievement of development goals and enhances the operating economics of government agencies and institutions.


Therefore, it is necessary to review the civil service legislation, especially with regard to the method of joining the public service, whether by appointment or contracting, as well as the method of carrying out work - through work in attendance or telecommuting.


This research aims to study the theories that govern the legal nature of the relationship between the public service and the government apparatus, and the systems for joining the public service in a number of Arab legislations, which combine appointment and contracting. The research also deals with the telecommuting system and the extent to which both methods of appointment and contracting suit this system. In addition to studying the economic effects of the telecommuting system and the hybrid work system, by identifying the impact of telecommuting on the state budget and on increasing the productivity rate, as well as studying the impact of applying the telecommuting system on the development of government work.


The research ended with several recommendations, the most important of which is the expansion of the adoption of the concept of contractual jobs, and the strengthening of the application of the telecommuting system, whose practical experience has proven their success in achieving better results and greater rationalization of government spending on the public service, in addition to the application of the blended working or combined work system, which combines telecommuting and working hours by attending the workplace.
